PWIA presents boating leadership award for UCOTA
WASHINGTON, D.C. – The Personal Watercraft Industry Association (PWIA) presented its 2011 Boating Safety Leadership Award to Sharon M. Carrick and Boyd Walden for their work with the development of the Uniform Certificate of Title Act for Vessels (UCOTA). The award is presented each year to one or two public officials who worked, together with NASBLA, to achieve positive steps in boating safety.
This year’s award recognizes the work of Carrick, Director of the Maryland Department of Natual Resources Licensing and Registration Service, and Walden, Deputy Director Division of Motorist Services for the State of Florida, and was presented during the 2011 National Association of State Boating Law Administrators (NASBLA) annual conference Sept. 12 in Milwaukee, Wis.
The UCOTA establishes standards for title and registration for boats fitting 5 requirements:
- Qualify as a state titling law that the Coast Guard will Approve
- Facilitate transfers of ownership of a vessel
- Deter and impede the theft of vessels by making ownership information available to both government officials and potential buyers
- Accomodate financing and mortgage arrangements for vessls
- Provide consumer protections during the purchase of a vessel through the act’s branding initiative, which requires the title to be marked if the boating vessel has been significantly damaged
