What does all that tell us? None of those are numbers worth celebrating, so it’s safe to say consumers are still shaky as we head into the holiday season.

In case you missed it in the holiday run-up last week, the Obama administration announced that the Small Business Health Options Program (SHOP) exchange won’t be available for companies to purchase insurance until November 2014.
